2008 – 2009 BY LAWS
1. Sanctioning: This league shall be sanctioned by the United States Bowling Congress (USBC) through the Middlesex County Bowling Association and the Central Jersey Women’s Bowling Association. All bowlers in this league must hold a current USBC sanction card.
2. Rules: The General Playing Rules, League Rules and Regulations of the USBC shall govern the competition in the league, except where the league has exercised an option as permitted in USBC rules. League rules shall supercede USBC rules where applicable.
3. Team average: League maximum team average shall be 1050.
4. Averages: For the next season, bowlers shall use their average attained in this league at the frozen average cut-off date (end of the 30th week) provided they have bowled 66 games or more, and provided there is not a 5-pin drop from their entering average for the past season. If a bowler did not have 66 games as of the cut-off date, but bowls 66 games or more by the end of the season, they shall use the average attained at 66 games, provided there is not a 5-pin drop from their entering average for the past season. Bowlers with less than 66 games and new bowlers shall use their highest USBC average from the previous 3 available seasons (could be non-consecutive), 66 games or more, provided there is not a 5-pin drop from their highest average, 66 games or more, 4 seasons ago. If a 5-pin drop exists, the composite of the 2 averages shall be used (see example).

66-game high average from 2 or 4 seasons ago - 195
66-game average this past season or high for past 3 seasons - 190
Composite average - 192
If a bowler has no established average from the past 3 consecutive seasons, the highest average, 66 games or more, from the last 3 non-consecutive seasons shall be used, subject to the 5-pin drop rule from 1 season previous to the earliest average used. If a bowler does not have 3 adult averages established, he/she shall use 1/5 of the league team average (210) to make a total of 3 averages to evaluate, the highest of which shall be used. IF ANY NEW BOWLER HAS EVER AVERAGED 10 PINS HIGHER THAN THE INCOMING AVERAGE, HE/SHE CAN BE RERATED BY THE BOARD OF DIRECTORS AND TEAM CAPTAINS BEFORE THEIR FIRST BALL IS THROWN IN LEAGUE COMPLETION. ALL AVERAGES FOR REGULAR AND SUBSTITUTE BOWLERS MUST BE VERIFIED BY THE LEAGUE SECRETARY BEFORE THE FIRST BALL IS THROWN IN LEAGUE COMPLETION; OTHERWISE, THE BOWLER WILL BE CONSIDERED INELIGIBLE AND INDIVIDUAL AND TEAM POINTS SHALL BE FORFEITED (SEE RULE 13). IT IS THE RESPONSIBILITY OF EACH TEAM CAPTAIN TO MAKE SURE EACH BOWLER’S AVERAGE IS VERIFIED BY THE LEAGUE SECRETARY BEFORE THE FIRST BALL IS THROWN IN LEAGUE COMPLETION. ALL TEAM CAPTAINS SHOULD MAKE AN EFFORT TO SUBMIT A ROSTER TO THE SECRETARY FOR THE FIRST WEEK OF COMPETITION AND WHEN USING ANY SUBSTITUTES AS EARLY AS POSSIBLE TO PREVENT DELAYS. No college, junior USBC or summer averages shall be accepted. If college, junior USBC or summer averages are the only averages available, then the bowler shall use 210 or their junior USBC average if it is higher. Minimum average for any bowler shall be 185.
Bowlers who do not have a MSSMCM average from the previous season, but have a MSSMCM average from up to 3 prior seasons (66 games or more) may use that average (ending book average) to promote re-entry into the league. These bowlers are subject to possible rerating by the board of directors and team captains.
5. Team membership: Team membership in this league shall be composed of teams consisting of 5 bowlers on each team, not including floating substitutes.
6. Floating substitutes: Unlimited floating substitutes are permitted in league play, but under no conditions may a bowler be allowed to compete with more than 1 team for the regularly scheduled games each week.
7. Standings and League Schedule: The first 6 weeks shall be position weeks. Beginning with week 7, there shall be 8 round robins (4 teams – 24 weeks). The last 6 weeks shall be position weeks. For round robin competition, the positions of the teams at the start of the round robin shall be the positions used throughout the round robin. In the event that 2 or more teams have the same total points won, the team with the highest average shall be given the higher position in the standings. If teams have the same average, the team that had the higher average the previous week shall be given the higher position. The league shall bowl a 36-week schedule.
8. Scoring: A 30-point system shall be used. Each bowler shall bowl his/her opponent for 1 point each game and 1 point for total 3-game series. Each team game (total wood) is worth 2 points, and team wood for the night is worth 4 points.
9. Line-ups: On opening night, the team on the left lane shall list its line-up first; thereafter, the higher standing team lists its line-up first. Once the line-ups are listed, no changes can be made, except for inserting a substitute. Substitutes must bowl in the line-up for the bowler they are replacing. If more than 1 substitute is used, it is up to the team captain as to their line-up position.
10. Absentee point rule: When there is an absentee, the blind score shall be 165. The bowler bowling against the absentee score shall receive credit for the individual match point provided he/she beats the absentee score and he/she shall receive ½ point if there is a tie. If the absentee score is not beaten, the absentee’s team shall receive the point but not the individual. If both teams have an absentee score, those scores shall be placed in opposing positions in the line-up and the team winning the game and total wood for the night shall receive the points. Points won and lost against an absentee score shall count toward a bowler’s win/loss record.
11. Vacancy point rule: When a team is bowling a vacancy, they shall compete against the team and individual scores to their left.
12. Tardy bowlers: Tardy bowlers shall have 4 frames to “catch up” without a penalty. After both teams on the pair of lanes to the left (or to the right if bowling on the first pair used) have completed the 4th frame, the absentee score (165) must be used for the missing bowler. Both teams on the pair with the tardy bowler should continue their normal pace, even past the 4th frame of their game, so that they don’t get behind the rest of the league.
13. Ineligible bowler: When a team uses an ineligible bowler, they shall lose the 6 team game points, the 4 team total wood for the night points, and that bowler’s individual 4 points. The other 4 bowlers shall still compete for their individual points. If a team uses an ineligible bowler that is a regular member of the team (must be on team roster sheet), the team shall forfeit all points won. The team can only lose the points from the last 2 weeks, maximum total of 60 points. The first week all bowlers shall be classified as substitute bowlers for the purpose of this rule.
14. Team entry fee: There will be no team entry fee.
15. Weekly bowling fees arrearage penalty: The team captain shall be responsible for the collection of bowling fees from each member of the team each week. If a bowler is absent, the arrearage should be paid the following week. Any team in arrears more than 1 week (greater than $150) will be notified and if not resolved, shall forfeit any points the following week and beyond. Any individual who is in arrears 3 weeks or more is ineligible to participate in side competition (high game, series, super bracket).
16. League meetings: Attendance at league meetings during the season is mandatory unless excused by the Board of Directors. Any captain or his/her representative of the league who is absent without excuse from a meeting shall be fined $5.
17. Individual awards: To qualify for individual awards (high average, game, series, or most improved), a bowler must bowl 2/3 of the scheduled games. To win most points (%), a bowler must bowl 90 games. The bowler with the highest % points won shall be the winner.
18. Postponements: All league games must be bowled as scheduled unless the team captain desiring the postponement notifies the opposing team captain and league secretary at least 48 hours prior to the scheduled time of match except postponements granted for emergencies. The league must grant postponements for emergencies when a team fails to appear for its scheduled match due to reasons beyond their control (death in family, etc.). Postponed games must be bowled before the next scheduled match. Games may also be pre-bowled. Postponements shall be granted if a team is bowling in the USBC National Tournament.
19. Official scoring: Telescores are the league official scoring. The team captains must then transfer all scores to the league re-cap sheets. If play is interrupted and scores cannot be recovered, that particular game shall be re-bowled.
20. Roster bowler: A bowler designated on a roster (not a floating sub) becomes a member of that team when he/she bowls and his/her scores are counted to decide a game. A bowler designated on a roster can be a member of only 1 team in the league. A transfer can be arranged between teams as follows:
A. The bowler desiring the transfer obtains a release from his/her team captain.
B. 2/3 of the team captains must approve the transfer.
from which he/she has secured the release.
21. Championship playoffs: When a tie occurs for the championship of the league, the playoff shall be conducted under the rules that govern regular league play. If 3 or 5 teams are tied for first place, an elimination tournament shall be held based on a uniform draw. If 4 teams are tied for first place, an elimination tournament shall be held based on teams paired according to team average. The team winning the tournament shall be designated the league champions and shall receive first place money. All other teams ending the season tied for first place and losing in the elimination shall be officially tied for second place and shall equally share the prize money for the number of teams tied. If a tie exists for any position I the final standings except for first place, the teams affected shall equally share the prize money for the positions affected. Scores bowled in any rolloffs shall not count toward any league high series or game awards nor shall they count toward an individual’s average.
22. League fees: Weekly individual league fee shall be $30. Checks should be made payable to Middlesex County Majors. ANY RETURNED CHECKS SHALL BE CHARGED AN ADDITIONAL $30 FEE. ONCE A RETURNED CHECK HAS BEEN RECEIVED, CHECKS WILL NO LONGER BE ACCEPTED AS PAYMENT FROM THAT INDIVIDUAL.
23. Attire: All league bowlers must wear proper attire while participating in this league. Shirts with collars must be worn. Pants with elastic leg bands, cut-off sleeves, hats or headbands shall not be permitted. Any approved Staff shirt may be worn. Shorts may be worn. This shall be enforced by the misconduct committee.
24. Misconduct rule: All actions detrimental to the game of bowling shall be fined and the fines shall be as follows:
Dress Code Fines:
A. First offense - $5.
B. Second offense - $10.
C. Third offense - $15.
D. Fourth offense - Offender shall be brought before the Board of Directors.
Equipment Abuse Fines (including ball returns, chairs, tables, railing, walls, etc.):
A. First offense - $25.
B. Second offense - $50.
C. Third offense - $100.
D. Fourth offense - Offender shall be brought before the Board of Directors.
Scorer Abuse:
A. First offense - $50. + repair cost
B. Second offense - $100. + repair cost
C. Third offense – Banned from bowling center
Expectoration Fine (spitting):
$50. each offense.
25. Misconduct committee: The misconduct committee shall consist of the President, Vice-President and all team captains of this league.
26. Fines: All fines shall be strictly enforced and collected by the end of the season.
27. Clinched championship: If a team has mathematically clinched the league championship before the final night, they shall bowl the last place team on all succeeding position nights.
28. Bowling out: With the permission of the opposing captain or in case of an emergency, a bowler may finish the last game of the series ahead of the others on the lanes which he is scheduled, but at least 1 bowler must have bowled on the lane after him before he can bowl on that lane again.
29. There shall be no drinking or smoking in the bowling area.
